... NIST has such an effort called UnitsML (http://unitsml.nist.gov/) that looks promising. MathML also includes unit descriptions (http://www.w3.org/TR/mathml-units/).

There's also UCUM (Unified Code for Units of Measure) http://aurora.regenstrief.org/ucum and UDUNITS (of Unidata) http://www.unidata.ucar.edu/software/udunits/. UDUNITS is mostly used with NetCDF. GML path would probably lead to the use of UCUM since it is based on ISO and ANSI standards and leveraged by almost every GML Application Schema around.
