Solution and fix:
It works fine with II6, but not II7.
The problem cause this is because of the application pool setting.
To fix the problem, you need to reset the application pool to "Classic .Net app pool". Go to II7, right click on the web site of water1flow, choose "Advanced settings",click "+" next to behaviors, you will see "appliction pool". Now click the drop down list to choose "classic .net app pool". Now you ready to go.
