XML effects of long element names

The compressibility of XML is excellent. We achieve about 95% compression.

There was a question that the effect that long element names had on output. Specifically, the waterML 1.1 value attribute "qualityControlLevelCode"

As a test, I shortened that attribute to "qcCode"
